The existing classes need to be re written a bit so that they can be dispatched via the panel manger properly.

This task includes a lot of book keeping code in the plugin registration system and for panel classes to be given the class attributes _arc_panel_info_string and _arc_panel_info_data to define the proper behavior when the panel is docked and minimized and give the panel a default caption ect.
