[XP] A kind of AP system, much needed!

Okay, so I know there's a system in which, on levelling, a character gains AP and allows the player to distribute this to stats, but what I need, is a system that would grant the player 1 AP per level up.
This AP would then go onto ranking up skills attained during the game (thus allowing a custom character, that potentially could be exactly the kind you love using). These skills are things like: Combat Proficiency - it upgrades Strength and HP
I have already made all the skills (combat prof from novice then to 10 down to 1, trust me, took me ages...) so maybe all I need a point given on a level up and a menu that allows distribution of the point to a skill. Of course, as the skill ranks up, the AP required increases.
Any help that you can offer will be greatly appreciated!!

Hm, not quite sure if it's right, I need all passive skills (such as combat prof and, say, magick mastery) to be active at all times. I didn't fully understand the one you posted, but it looks really close, unless I misread in which case it's exactly right.
Let's say you make a battle mage type:
You have CP at rank 4 and MM at rank 3. To be good in combat, both of these need to be in effect, but I don't want to force a character to be levelled the way I set out, else I could just put in the skills as normal and perhaps use little events to remove the old ones...

I'm finding it hard to set out exactly what I want.. maybe because it's late..

Hm, I'm going to try to give a 'for instance' I just want to know if either of these scripts will do exactly what I need:

You are level 7, you haven't spent any AP as of yet, so you'll have 7 AP (clearly...)
You gain knowledge of a skill, let's say a simple fire spell, from a magic school teacher.
However to actually LEARN this skill for use in combat, you would have to spend 1 AP on it.
Learning the skill not only gives you the ability to use 'Fire' in battle, but also grants 'MP +1' for having Fire at rank 10 (the rank after 'novice')
Then, you'd have to use the 'Fire' skill a certain number of times, let's say 50, until you can advance it to rank 9
This advance costs 2 AP, it makes Fire do about 3 more base damage and gives the bonus of another 'MP +1'

Are either of these scripts capable of doing EXACTLY that, since I'm kinda new to this and will make a mess of things when having to fiddle with multiple scripts...

(If I sounded condescending, btw, I didn't mean to, I just felt I needed to try to fully exemplify what I was asking for :) )
