It's been a little lonely lurking on the IRC lately; it dawned on me that many people probably don't connect because they just don't know how (in case you haven't notice, the "Chat" button here on CP doesn't work very well; using an external client is necessary. Don't worry; it's really easy to set up and use.) So, here's a little tutorial. Note that I will assume you're running a Windows OS; if you're running a different operating system, you'll have to use a different IRC client, but the instructions should otherwise still work just fine.
STEP 1:
Download an IRC Client. For Windows, I recommend mIRC - it's lightweight and gets the job done well.

STEP 2:
Install your IRC Client. For almost all programs, the installer is pretty straightforward. You shouldn't have much trouble with this step, hopefully. The rest of these instructions assume you're using mIRC, but the actions you must take on other IRC clients are very similar.
STEP 3:
In the options window, select your nickname. I'd recommend using the same name as your username here on CP so that other members can easily identify you.
STEP 4:
Select "File->Select Server." Chaos Project's server is "
irc.p2p-network.net." (without quotes, of course.)
Click the connect button.
STEP 5:
Enter a Channel name; Chaos Project's channel is #ChaosProject.
STEP 6:
That's it! You should now be connected and be able to see and chat with other members of Chaos Project!
