Would it be legal?

Here is the thing.  I see people constantly requesting for action battle sprites that would be compatable with Blizzards script Blizz - ABS .  Would it be legal to say offer the service of converting either premade sprites or custom made sprites into the spritesheets needed in Blizz - ABS.  And would I need Blizzards permission to do so?

Yes, that would be legal. If your thinking about commissioning for it, it will still be legal but you probably wouldn't make very much money :P
And no you wouldn't need Blizzard's permission just to convert sprites into the format. Now if you wanted to make those sprites for a commercial game, you might need his permission, not really familiar with his conditions on commercial games except that you need his permission for scripts.

Hope this helps (:

The format is just the position of frames, you don't need to ask me anything to make Blizz-ABS sprites or to convert sprite into Blizz-ABS format. In fact, except the weapon sprite positions all sprites use the default positions. xD
Only if somebody wants to use Blizz-ABS (the script) in a commercial game, they need to ask me if they are allowed to. And that's it.
