That would be way too much work ... each tileset. Nah, it won't be me, Lol.

The Niche

Not every tile! Just a few ones, like trees, etc.
Level me down, I'm trying to become the anti-blizz!

Ah, excellent.  You liked my amusing sideshow, yes?  I'm just a simple fool, my wit entertains the wise, and my wisdom fools the fools.

I'm like the bible, widely hated and beautifully quotable.

Dropbox is this way, not any other way!

I know, but I mean you would have to edit those tiles from each tileset.
Way too much work for an add on that will vary by game.

Diversity in a 'nothing-happens' weather, what i mean is CLOUDS that influence the sunshine. The default "empty" weather shouldn't be static - as the clouds cover the sun from time to time, screen should chenge the tone.
Also I'm thinking about "drought", apart from changing tone to more 'hot' you can add the hot air effect by blurring and shaking air.

The Niche

Very nice.

TYPHOONS!!!!!! I don't know, big fucking water storm, incredibly heavy rain, lightning all over the fucking shop, etc.

Nice.
What I am doing is creating a GUI that allows the user to load the images into the system, edit how the weather pattern moves and switches bitmaps in real-time, and then generates the code for the add-on and adds it to a .rb file that will be stored in the Data folder of the game. The user will not need to have any scripting knowledge or even have to open the script editor. Even easier than the redefining color method I used in Zer0 Advanced Weather.
I am done scripting for RMXP. I will likely not offer support for even my own scripts anymore, but feel free to ask on the forum, there are plenty of other talented scripters that can help you.

A sunny rain! You know, (slight) rain while the sun can also be seen. Maybe even a rainbow is visible...
