Anybody know how i can apply any of this effect to my tilesets??? where i can found it and how i can use it??

If you are looking for an easy way to resize your tilesets paint.net (http://www.paint.net/) have an option inside resize tool (Nearest Neighbor) that works fine:

If you have Photoshop, set the image to index and size it up. It'll work SIMILARLY to Hq2x (minus the minute amount of blurring that gives Hq2x it's more rounded edges).

Or you can simply change the "Image Size" and use "nearest neighbor" filtering.
