No, you didn't do anything wrong, it's Ruby's fault. Just put the RMX-OS folder in C:\ and run it from there.

You should run it from a location on your disk that only has ASCII characters in your path. Obviously Ruby has problems running them otherwise.

What's the error you keep getting?
You can also run RMX-OS.rb by holding SHIFT, then right clicking on empty space in Windows Explorer to make the option "Run Command Prompt here" appear. Select it, type in "RMX-OS.rb" and press ENTER. Then the window won't close if there was an error.

These extra SQL scripts are only for people who want to upgrade their RMX-OS version from an older version. If you are installing RMX-OS for the first time, then you only need the "RMX-OS SQL Database.sql" script.
Navicat is pretty good, but it's not free anymore like it used to be. I still have an old free installer though. https://dl.dropbox.com/u/20224394/navicat9_lite_en.exe
Download it and install it. This the SQL database management software that you need.
EDIT: Also, please use the "Modify" button in the top right corner of your post instead of double posting. If the last post in a topic is edited, it is bumped just like if there was a new post.

Thanks. Even though I have retired almost 3 years ago, I have left quite a mark on the community. I'm glad to inspire such spirit.
Which steps from the guide are you having problems with?

You don't have to know how to use MySQL in order to use RMX-OS. You only have install it by following the installation guide. The guide also covers how to create a database. That's all you need.

I don't really know if it is possible to make just one online map... I think your project will only work online or offline, not a mixture o.o
Buuuuut I could be totally wrong.
