Yeah, I would've got it too, but I gave up when I decided to make it a "not equal to."

4 minutes. It has to do with logarithms.

CEIL(log2(200)) = 8

If it takes 30 second to lit the next candle, it takes 4 minutes for all to be lit. How? Simple. Everybody lits the candle of somebody else which means the amount of lit candles doubles every 30 seconds.

Yeah, I got it. I was like, "Hey, logn(2, 200)! * 1/2!"

Then I forgot to roof it. Blah.
