I found vids on youtube showing a nds or psp playing rpg maker 2000 games
Can this also work with XP ? and would it be compatible with other scripts ?
I have toptoy for nds, R4 works also.
I have a feeling those vids were actually video files played on a DS Flash Card. I remember a vid of someone allegedly playing Kingdom hearts 2 on a DS.
So to answer your question, no. Just no.
There is an RPG Maker for the PS1. The games probably work on a PSP as well.

Its not a flash video. I tried it out. You just place the eboot file in your rm game. Sad thing is its only in spanish. And its not complete yet. But it does work.
