It may not seem like much, but it still can do a lot, I just think it should be able to do more.

No graphics card?

I do have one, it's just that I read what Windows was telling me, lol.

All I can tell is I have an ATI graphics card, just dunno which one. Haven't figured out where to check that.

Install Everest Ultimate Edition, it will show you your whole configuration. Your graphics card is critical for gaming performance.

You can also use Speccy (http://www.piriform.com/speccy/download). I have never used Everest, but Speccy tells you pretty much each and every hardware spec you have on your PC. It's free, so just follow the link and click on the  "Download from Piriform.com" link found there. Also make sure that the game is using the graphics card. I'm unsure how yours is, but I have a NVIDIA card and there is option when I right-click on applications to run it with the card or not, as well as set it to do as default.

or just run dxdiag, which is built into all windows computers.

The dxdiag is not nearly as detailed, though it is a viable option.

If you can get the exact GFX card model and VRAM from dxdiag, that's all you really need.

Everything appears that you should be able to run most games fine, with the worst case maybe having to scale down the graphics detail slightly. Do you have any examples of games that it has trouble with, along with ones that are fine. (mainly CPU and Graphic intensive games is what I mean)

Crysis 1:
It runs amazingly with a mixture of Medium and Low settings, and still looks great.

Crysis Warhead
Runs noticeably better than the first, and I can do the same combination though with more mediums than before.

Crysis 2:
Runs better than the first on the lowest settings. Still looks amazing. Although, a tweaking app was used, to get rid of the intense motion blur.

Far Cry2:
It runs pretty much perfect, as far as I can tell.

Fallout 3:
Runs perfect.

Oblivion:
Perfect and nude patched.

Dragon Age 1 & 2:
First one runs perfectly, although there was a slight hint of lag in the second. Lowering the resolution a tad would have fixed it, although I never did it; wasn't too annoying.

Mass Effect 1:
I could not get it to even start. Is there a compatability guide for it or something?

Grand Theft Auto IV:
For some reason it will not run nearly as good as I can get Crysis to run. I have to use a really low resolution mixed with low settings.

Dolphin:
Some games run good, others not so good. It might be my computer, or Dolphin. I dunno.

PCSX2:
The only game I want to play on it runs perfectly. Any others, I could care less about.

Ans also, when i had a friend over, we were having sort of a lan party with Vindictus, and doing a side-by-side comparison and his looked better, although it played better on my laptop. His was able to draw the effects of the characters better, like the shine on their swords and armor, ect.

I've noticed that my laptop has trouble showing certain effects in games a lot.

That seems to be about what to expect with your hardware. You seem to be right at that "threshold" where the massive games are very playable, though they sometimes require a sacrifice in graphics, etc.

PCSX2 is kind of a good benchmark on how well your PC can handle good games. It requires a good amount of power to play pretty much anything well on it. My computer is only about a month old and can play them well, but on my old one I was lucky to get a steady 10 FPS, which was pretty much just an "average" computer with a 1GB RAM and 2.0 GhZ dual-core processor. I wanted nothing more than to play FFXII on it, and it was practically unplayable, bow it can run at a steady 60.0 FPS.

Have you tried simple little things like turning off all other running applications and possibly even increasing the CPU priority of the game? I have gotten some lag before playing CoD Black-Ops while other apps like utorrent or something were running. Might be something to try.

I will give that a try and see if it helps with Dolphin.

Because, honestly, all I want is to play Star Fox Adventures perfectly. I can get a great FPS with seemingly perfect graphics, but it doesn't always stay at a CONSTANT 50-60 fps.

I usually get around 40-50 fps.

If Dolphin and PCSX2 run well, it means you have a good CPU. Emulators are quite CPU intense.
I know that the 4250 isn't such a good card, but if I understand you right, you are basically irritated that your games don't all run on 60 FPS, right? I thought they were unplayable at 10 FPS or something. As long as you're over 30 FPS, that's quite good. Sometimes I increase the graphic settings even at the loss of FPS.
