is power plant has spawns or if no where do i catch the electabuzz?

ok  i am 100% sure its a bug i talked to Blue at Cinnabar Island finished all gyms allready i got 7 badges of kanto now talked to blue but he still
not in gym idk why but its truth plz fix it i am sure its a bug
