Trying best to follow the skeleton Blizzard requests:
This would most likely be an add-on outside of battle, though it'd certainly affect the way battle pans out.
This system that I would like to replicate, can be found in Shining Force NEO, and Shining Force EXA.
I think that this system would best benefit Blizzard's ABS, as the games its based off of, are Action RPG's.
If you are not familier with this system, it is a leveling system(in conjunction with traditional XP leveling) in which every attribute that you can fathom, can be increased with a...secondary currency of sorts.
Things that can be leveled include the basic STR, DEX, INT, AGI, maxHP, maxMP...
And there are a huge number of other things that aren't...basic, like:
Crit%
Crit DMG multiplier
HP Regen increase (HP in those games naturally regenerate at a starter of 1 or 2% per second)
MP Regen increase (MP in those games naturally regenerate at a starter of .1 or .2% per second)
MP Cost reduction (by points per level rather than straight percent decrease)
Elemental DMG reduction (by percent per level usually up to 50% reduction)
Attack Power Increase (usually several levels of this, up to about 1000%, eventually)
Defense Power Increase (same as Attack)
Damage increase against certain traits of enemy(like flying, armored, dragon, etc...also percent, usually to 250%)
Attack SPEED Increase(I am not sure how this would work in BlizzABS, but...maybe -5% wait frames per level?)
Elemental MAG DMG Increase(by percent per level, usually up to 1000% increase)
Ailment Resistance(by percent per level, up to 75% I imagine)
Ailment Duration Decrease(by percent per level, up to -75% usually)
And if there are more, I can't think of them right now.
For the basic stats...I developed a long and tedious event system with variables and...bleh...but I don't even know where to start for all the others I listed.
But thats what script request is for, right?
Effectively, I request a script in which a $scene_
whateverIneedtoBecalled.new will take care of this leveling up...and also maybe a bit of help with developing a method to gain this secondary currency and store it somewhere you can see on the main menu, and then proceed to use it for leveling up prior-said-stats.
If something like this is too complex, or would take aeons to develop, don't stress on it, but if its possible and seems interesting...by all means, develop away :] I wuld be glad to throw up your name(s) in the game I plan on using it for.

The above address has an image of the leveling screen, the only image of the interface I could find x.x perhaps that will give yu a visualization of what I am talking about. Though, in the image, and the game, they incorporate a cap of sorts, where, you can only level your STR from 1-16 at the rate of 1 point per level, and after you master those levels, you can level from 17-32 at 2 points a level, then following that, 33-48 at 4 points a level, up to about level 112-128 for 8 points a level...
That last paragraph makes it sound real complicated.
