Problem with school computer network

I have a problem with computers on a school where I'm doing internship right now.
Basically, we have reinstalled the computers, now being XP Home since they were that original.
The problem is that web browsers can access the Internet, but no other programs can. Not system programs,
not Minecraft, nothing. Including system applications, meaning we cannot activate Windows either.
We've installed proper drivers, we have searched on google for a couple of hours, without finding any solution.
We have also tried using another network card and cable, but it was just the same, browsers, but nothing else.

Do you know what it could be?

Any anti-virus on it blocking? Is the router junk?

We have tried disabling the XP firewall, as well as Avast, and we have tried making exceptions for some programs without it working.
And for the router, well, there is 7 other computers connected to the same one that is working perfectly, also formatted and reinstalled with the same disc as the fucked up one.

It sounds like ports are being blocked, either by a firewall, or via some router settings. Ports 80 and 443 are http protocol ports, and every browser I know of uses them, so that would explain why browsers work, but not other programs, which are likely using other ports.

How about email, does it work?

this sounds like a driver problem with the network card. I've heard of a similar problem and it was because the OS was using a wrong default driver even though the proper driver was in stalled. the solution was to manually remove the OS default driver or prevent it from being used some how. can't remember exactly.

I'll try some more with the drivers, but where can you change the ports in the OS? It isn't the router since all but this is working.

Take a look at the router NAT configuration. Maybe the IP address(the internal one) for that computer is blocked (but Internet navigation port, TCP:80). I usually made that configuration to a few IP internal addresses when I worked on a Cibercafe, so I gave those computers to "suspiceous users".
