This is easy.

4 minutes. It has to do with logarithms.

CEIL(log₂(200)) = 8

If it takes 30 second to lit the next candle, it takes 4 minutes for all to be lit. How? Simple. Everybody lits the candle of somebody else which means the amount of lit candles doubles every 30 seconds.
