Easy to config Hopefuylly activated by Call Script :)

This is what mumerus means. It's basic use of variables and Conditional Forks. While using a script may seem easier, the tried and true methods are really efficient until you get into higher numbers of random messages. Then you "might" need to resort to some scripting.

You can't really generate random messages. You would need to teach your PC first how to speak and then how to make sense of it. Nobody in the IT business has done something like that so far. -_- Very funny request. Why didn't you ask for a script that generates an entire game? That would have been easier to make.

I am actually being serious. Except for the dialogues that you would have to write, it would be easier to make a script that generates you a game with maps and event systems. Sure, the maps would be bad for most part, but it would work.

What I am assuming Taharo is asking is some sort of random message generator along the lines of:

The Ruby thingie chooses a random number from x to y. Then you assign the strings to each of those values...
So if the random numbers would be from 1 to 5, you assign the strings to 1-5, or something like that. And the configuration would be able to change the random numbers the script selects through the Call Script function...and be able to launch it from the Call Script function.

I know no sense of Ruby so this is a poor explanation.

It's either that up there what Taharo means, or he means truly random messages that are computer gibberish/infinite words, which indeed, is highly unlikely to achieve on RMXP (It's too primitive).
