Advice for dramatic RPG

I am making an RPG based on the life of Gaius Cassius Longinus ... squire, govenor, and later war mastermind of the early Roman empire.

It'll include Julius's assasination by his brother in law, Brutus.
Current title of it I'm planning is "23"

I need some advice for how to make the plot scary with having RMXP style graphics.

Music is always a good way to make a scary atmosphere. Use dark colors a lot and sometimes (but only sometimes) things that are difficult to recognize. This adds a mystery effect. Don't use humor and try to express the afraidness of your characters. People should get a cold shiver running down their spine. Imagine what could scare you an try to imagine it. Then try to transit those feelings and events into your game.

Tips on horror creation:
  - Atmosphere, include from music, mood, and map.
  - Shocking scene's, surprise attacks, anything to make the player jump.
  - Mystery setting.
  - Fogs, darkness, anything that may seen horrific.

Basically, its how you set the gameplay.

If you are trying to make it eerily scary, don't try any point to make a humor point. Taking light of the situation or having the wrong sort of horror can really make a scary game into a comedy flick. That's what makes the horror genre so easy to parody. Make it flow perfectly, with a smooth story, as if real...as if the hero is also feeling the terror.

Yeah, make the hero feel the terror. This was always a good way since the player usually identifies himself with the hero. If the hero is scared, the player is scared as well.
