If you haven't defragged in a while (around two years), random shit like this can happen.  Try a defrag of your drive.

the defrag is about the last thing i can up with too so... the problem with trouble shooting this that there is simply too much that could be going wrong to say with certainty that this or that is what is causing it...

I just had an idea do you have a flash drive? or an external hard drive? try uninstalling and then reinstalling to the flash drive or external no idea if that will work but you never know

the last thing I can suggest if the defrag dose not work is to run fdisk to scan for drive and file system errors

Alright, I ran a defragging program called PerfectDisk. It found some errors, apparently, but overall did nothing to fix my problem.

I am not quite sure what you mean by "fdisk", Ryex, but here's what I did instead: I went to Computer and and then I checked the properties of my C: drive. I went to tools and then clicked the "Check Now..." button under "error-checking". At the end windows reported that "No problems were found on the device or disk. It's ready for use."

Why didn't you just use MS's built-in tool?

I guess I wanted to take a more "thorough" approach at it. (I just assumed Window's defragmenter would be sub-par, and thus looked for something that might do the job better.) I've now run the MS version, too, though, and I've still got the error.

Yeah, seeing as absolutely nothing works, I'll probably end up reformatting sometime this week. RPG Maker is a huge part of my life and I really want to have it back again. :/

Well, I just reformatted yesterday, and it actually turned out that I had had a Windows XP disk hidden away all along. So I got it all installed and the operating system works fine, as does RPG Maker XP, which I just tested out. :] Problem solved.
